1. Who operates this website
In accordance with Law No. 284/2004 of the Republic of Moldova on electronic commerce, we identify ourselves as follows:

In these terms, "we", "us" and "our" mean Hora Services SRL; "you" means any person who accesses or uses the website; "the website" means hora-services.md and all its pages and subdomains.
2. Acceptance of these terms
By accessing or using the website you confirm that you have read, understood and accepted these terms. If you do not accept them, please do not use the website. These terms apply from the moment you access the website and remain in force for the duration of your use of it.
You declare that you are at least 18 years old and, where you act on behalf of a company, that you are authorised to do so.
3. Purpose of the website
The website is an informational presentation of Hora Services SRL and of the software development, IT and business process outsourcing services we provide. It does not sell goods or services online, does not host user accounts and does not process payments.
The content of the website — descriptions of services, technologies, case studies and any figures — is provided for general information. It does not constitute professional, legal, financial or technical advice, and it must not be relied upon as the sole basis for a business decision.
4. Our services and how a contract is formed
Information published on the website is an invitation to enquire, not a public offer within the meaning of the Civil Code of the Republic of Moldova. Sending us a message by e-mail does not create a contract and does not oblige either party to conclude one.
A contract for services arises only when the parties sign a written agreement — a services agreement, statement of work, order form or equivalent document — setting out the scope, deliverables, timeline, price and payment terms. That agreement, together with its annexes (including any data processing agreement and non-disclosure agreement), governs the relationship. In case of conflict between these terms and such an agreement, the signed agreement prevails.
We reserve the right to decline any enquiry or project at our discretion, without being required to give reasons.
5. Permitted use
You may view, download and print pages of the website for your own information or for the internal purposes of your organisation. You must not:
- use the website for any unlawful, fraudulent or harmful purpose, or in breach of the rights of others;
- attempt to gain unauthorised access to the website, its servers or any connected system, or test, scan or probe its security without our prior written consent;
- introduce viruses, malicious code or any material designed to damage or disrupt the website;
- impose an unreasonable load on our infrastructure, including through automated scraping, crawling or bulk downloading, other than by search engines observing our robots.txt file;
- use contact details published on the website to send unsolicited commercial communications;
- reproduce, republish, distribute, sell or create derivative works from the content of the website for commercial purposes without our prior written consent;
- remove or alter any copyright, trade mark or other proprietary notice.
We may restrict or block access to the website for any user who breaches these terms, and we may report unlawful conduct to the competent authorities.
6. Intellectual property
All content of the website — including text, graphics, logos, icons, images, page layout, design, source code and software — is owned by Hora Services SRL or used under licence, and is protected by the legislation of the Republic of Moldova on copyright and related rights and on trade marks, as well as by international treaties.
The name and logo "Hora Services" are our distinctive signs. Nothing on the website grants you a licence to use them.
Third-party names, trade marks and technology logos appearing on the website (for example the names of programming languages, frameworks or cloud platforms) belong to their respective owners and are used only to describe the technologies we work with. Their appearance does not imply endorsement or partnership unless expressly stated.
If you believe that content published on the website infringes your rights, write to [email protected] with a description of the material, the location where it appears and the basis of your claim. We will examine the notice and act promptly if it is well founded.
7. Information you send us
When you send us a message, a project brief or a job application, you confirm that the information you provide is accurate and that you are entitled to share it. Please do not send us confidential or proprietary information in an unsolicited first e-mail. If you need to share confidential material, ask us for a non-disclosure agreement first — we will gladly sign one before receiving it.
Unless we have signed a non-disclosure agreement with you, ideas, suggestions or feedback you send us voluntarily are treated as non-confidential, and we may use them without restriction or compensation. This does not apply to your personal data, which is always handled in accordance with our Privacy Policy.
You must not use our published e-mail addresses to transmit unlawful, defamatory, obscene or infringing material.
8. Links to third-party websites
The website may contain links to sites operated by third parties, provided for your convenience. We do not control those sites, we do not endorse their content and we accept no responsibility for them or for any loss arising from your use of them. Their own terms and privacy policies apply.
You may link to the home page of our website provided the link is fair, does not damage our reputation and does not suggest an association or endorsement that does not exist. We may withdraw this permission at any time.
9. Availability and accuracy
We take reasonable care to keep the website available and its content up to date, but the website is provided "as is" and "as available". We do not warrant that it will be uninterrupted, error-free or free of harmful components, nor that the information on it is complete or current at any given moment.
We may modify, suspend or withdraw all or part of the website, temporarily or permanently, without notice and without liability. We are not obliged to update content that has become outdated.
10. Limitation of liability
To the maximum extent permitted by the legislation of the Republic of Moldova, we are not liable for:
- any indirect, incidental or consequential loss, loss of profit, loss of business, loss of data or loss of opportunity arising from the use of, or inability to use, the website;
- damage caused by viruses or other harmful technology that may infect your equipment as a result of your use of the website or of any site linked from it;
- the content, availability or practices of third-party websites.
Nothing in these terms excludes or limits our liability for damage caused intentionally or by gross negligence, for harm to life or health, or any other liability that cannot lawfully be excluded. This section concerns the website only; our liability under a signed services agreement is governed by that agreement.
11. Force majeure
We are not liable for any failure or delay in making the website available caused by circumstances beyond our reasonable control, including natural events, war, civil unrest, acts of public authorities, strikes, failure of electricity or telecommunications networks, cyber-attacks or failures of hosting and infrastructure providers.
12. Personal data and cookies
We process personal data in accordance with Law No. 195/2024 of the Republic of Moldova on the protection of personal data. How we do so is explained in our Privacy Policy and, for cookies specifically, in our Cookie Policy. Both form an integral part of these terms.
13. Governing law and disputes
These terms and any non-contractual obligations arising from them are governed by the law of the Republic of Moldova.
We would prefer to resolve any dispute amicably. Please write to [email protected] setting out the issue; we will reply within 30 days. If no amicable solution is reached, the dispute falls within the jurisdiction of the competent courts of the Republic of Moldova, at the seat of Hora Services SRL.
Where the user is a consumer, this clause does not deprive them of the protection of the mandatory rules of the law of their habitual residence, nor of the right to bring proceedings before the courts designated by law.
14. Changes to these terms
We may amend these terms at any time. The amended version applies from the moment it is published on this page, and the date at the top of the page shows the current version. Please review the terms periodically. Continuing to use the website after a change means you accept the amended terms.
15. Miscellaneous
- Severability. If any provision of these terms is found to be invalid or unenforceable, the remaining provisions continue in force, and the invalid provision is replaced by a valid one that comes closest to its economic purpose.
- No waiver. Our failure to enforce any provision does not amount to a waiver of it.
- Electronic communications. Communications between us may be made electronically. You accept that electronic documents and messages satisfy any legal requirement of written form, in accordance with the legislation of the Republic of Moldova on electronic documents and electronic signature.
- Language. These terms are published in English and Romanian. In case of discrepancy, the Romanian version prevails for the purposes of Moldovan law.
